At 1:55pm on July 15, 1996, Lieutenant Governor Mike Huckabee was five minutes from being sworn in as the forty-forth governor of Arkansas. It was Jim Guy Tucker, the outgoing governor, who was resigning because of his two felony convictions in the Whitewater scandal - only now he wasn't resigning.
